had such been the case, Your Excellency's disaffeɛtiz dissatisfaction would undoubtedly have been justified. I

venture, however, to take an opposite view and, being on the

apot, and, therefore, perhaps more closely in touch with what

is going on, I may claim to be in a better position to gauge

the situation.

The whole affair popularly acquired an undeserved

outside importance, owing to its having occurred a large city in the

midst of the holiday making & feasting which accompanies the

great annual Chinese festival, and owing to the inflated figures

circulated with regard to the number of men supposed to have

been killed on both sides. It arose out of a brawl over five

cents and, initial public rumoure to the contrary, it has no

political significance whatever.
